김정일 ‘치매說’…“美英 정보기관 조사”

미국 정부가 김정일이 초기 치매 증세를 보이고 있다는 첩보를 입수하고, 확인 및 분석 작업에 들어가 있는 것으로 알려졌다.

일본의 유력한 소식통은 지난 14일 미 고위 정부 관리를 통해 이 같은 사실을 확인했다고 19일 데일리NK에 밝혔다.

소식통에 따르면 “미 정부 관리는 김정일이 초기 치매 증세를 앓고 있다는 첩보를 1년 전부터 입수해왔다”며 “이 같은 사실은 북한 권력내부에서도 핵심 중의 핵심밖에 모르는 극비사항”이라고 전했다.

소식통은 그러나 "미 정부 관리는 '현재 김정일의 증상이 초기 알츠하이머인지, 또는 초기 혈관성 치매인지에 대해서는 정확히 알 수 없다'고 말했다"고 전했다.

미 정부 관리는 또 “이로 인해 북한의 국정 운영 전반에 조금씩 지장이 발생하고 있다”고 전하고 “김정일의 개인 비서실(노동당 서기실)에서 김정일의 국정운영을 은밀히 관리하고 있는 것으로 알고 있다”고 말했다고 한다.

김정일은 각 부서에서 올라온 보고서(제의서)을 읽고 비준(결재)을 해서 내려 보내는 방식으로 국가 정책 결정을 해온 것으로 알려져 있다. 이를 비준정치, 또는 제의서 정치라고 부르는데, 김정일의 판단력이 떨어져 일부 문건 결재를 서기실에서 대행하는 경우가 발생하고 있다는 것.

이 관리는 특히 “강상춘 서기실장(비서실장)을 비롯한 측근들이 국가결정 과정에 관여하기 시작한 것으로 알고 있다”고 말했다. 이어 “현지시찰을 못 갈 정도로 몸 상태가 나쁘지는 않지만 김정일이 어디서 어떤 말을 내뱉을지, 또 어떤 이상한 행동을 할지 통제가 안 되기 때문에 서기실에서 관여하는 것으로 알고 있다”고 설명했다.

김정일 서기실은 남한의 대통령 비서실과는 달리 김정일의 개인 신상과 생활에 대해서만 보좌할 뿐, 정책 보좌는 하지 않는다.

치매는 대뇌 신경세포의 손상으로 인해 지능, 의지, 기억 등이 지속적으로 상실돼 정상적인 정신 능력을 잃어버린 상태를 말한다. 치매 질환은 70여가지에 달하지만, 알츠하이머병과 혈관성 치매가 대표적이다. 김정일의 증상이 어디에 해당하는지는 파악되지 않았다고 한다.

한편, 이같은 첩보를 사전에 입수한 일본의 모 언론이 미국과 영국의 정보당국에 사실 여부 확인을 의뢰해놓은 것으로 알려졌다.

소식통은 “미국과 영국의 정보기관에서도 김정일의 정신상태에 문제가 있는 것으로 파악하고 있었다”며 “다만 그것이 어떤 종류이고, 또 심각성이 어느 정도인지에 대해 조사 중에 있다고 답변해온 것으로 알고 있다”고 전했다.

소식통은 또 "오는 10월 2~4일 열리는 남북정상회담에서 김정일이 회담을 진행할 수 있는 정도이긴 하지만, 도중에 말 실수를 하거나 불안한 모습을 보일까봐 측근들이 걱정하고 있는 것으로 안다”고 전했다.

미국 관리에 따르면 한국 정부도 김정일이 치매에 걸렸다는 정보를 미국으로부터 통보받았다고 한다. 그러나 데일리NK가 19일 정보당국에 확인해본 결과 “현재 김정일의 치매와 관련한 정보가 입수된 것은 없다”고 답변했다.

김정일이 마지막(7월 3일)으로 만난 대외 인사는 양제츠 중국 외교부장이다. 당시 양 외교부장은 후진타오 국가주석의 구두친서와 북핵 문제에 대한 중국의 입장을 김정일에게 전달했다.

When the U.S. government received intelligence that Kim Jong Il is showing signs of beginning stages of dementia, they attempted verify and analyze the information.

A leading Japanese source disclosed to DailyNK on the 19th that it has confirmed the news through a U.S. high-level official on the 14th.

According to the source, "The U.S. official obtained intelligence that Kim Jong Il is suffering from symptom of dementia since a year ago. Such news is a top-secret subject which only the most important figures in North Korea's seat of power know."

However, the source relayed, "The U.S. official said, they do not currently know whether Kim Jong Il's symptom is Alzheimer or senile dementia."

The U.S. government official also said, "Due to this, there have incrementally been negative effects on affairs of the state in North Korea. Kim Jong Il's personal secretary (Workers’ Party's Office of the Clerk) is closely guarding Kim Jong Il's administrative operations."

Kim Jong Il is known to have made national policy decisions by reading reports submitted from each department and ratifying them. This is called a ratification, or proposal politics, but due to the fall in Kim Jong Il's judgment, ratification of some official documents has been vicariously carried out at the Office of the Clerk.

The official particularly explained, "The head of the secretary Kang Sang Chun and other officials close to Kim Jong Il have begun to take part in the national decision-making process. His health is not so poor that he cannot go onsite inspections. but we do not know what he will say and cannot control what kind of strange behaviors he will display, thus the secretaries are concerned about it."

Kim Jong Il's clerk office, in contrast with the Presidential Secretary's office in South Korea, only provides counsel regarding Kim Jong Il's private circumstances and life, but does not give political advice.

The dementia, due to the damage to cerebral nerve cells, results in a rapid loss of memories, will power, and intelligence, and refers to a situation where normal mental ability is lost. There are 70 kinds of dementia disorders, but Alzheimer's and vascular dementia are the representative ones. Where Kim Jong Il's symptoms fall has not been identified yet.

An anonymous Japanese media who obtained such news in advance was known to entrust on the U.S. and British intelligence offices with the verification of the fact.

The source relayed, "The intelligence officers in the U.S. and British have identified that there is a problem with Kim Jong Il's mental state; only, they have replied that they are investigating the extent of the seriousness and what kind of a problem it is."

The source also expressed, "Kim Jong Il will be able to lead the Inter-Korea Summit Talks which will be held between October 2~4, but his surrounding officers are concerned that he will slip or portray an anxious image."

According to the U.S. official, the South Korean government also received a dispatch from the U.S. that Kim Jong Il suffers from dementia. However, after DailyNK's confirmation with South Korean intelligence sources on the 19th, a source replied, "Currently, we have not procured information related to Kim Jong Il's dementia."

The last foreign figure Kim Jong Il met (on July 3rd) is China's Foreign Minister, Yang Jiechi. At the time, Foreign Minister Yang relayed China's position regarding the North Korean nuclear issue as well as messages by Chairman Hu Jintao to Kim Jong Il.
